Summary:PROBLEM TO BE SOLVED: To provide a polyurethane foaming composition that delays reaction without reducing final reactivity, controls viscosity elevation immediately after mold injection, and can attain improvement in hardness and low pressurization for communicating cells. SOLUTION: This polyurethane foaming composition includes polyisocyanate (A), an active hydrogen-containing compound (B) which contains polyol (B1) and water (B2), and a crosslinking agent composition (C). The crosslinking agent composition (C) includes a crosslinking agent (C1) which comprises alkanolamine (a) represented by formula: HxR1yN((R2O)nH)3-x-yand aminosilane (b) represented by formula: (R3O)qR43-qSi-R5-(NHCH2CH2)pNR6R7, and a carboxylic acid (C2). The content of the crosslinking agent composition (C) is 0.1-20 pts.mass on the basis of 100 pts.mass of the active hydrogen-containing compound (B), and the mol number content of the crosslinking agent (C1) is larger than that of the carboxylic acid (C2).
