Summary:PROBLEM TO BE SOLVED: To solve a problem that the atmospheric air in winter can not exercise its cooling capacity without operating a cooling fan though its temperature is low, as a conventional forced-draft cooling tower is directly kept into contact with the atmospheric air, the cooling water or sprayed water hardly evaporates when a relative humidity of the atmospheric air is in a saturated state, that is, a state near 100%, and as the cooling water or sprayed water drops in a narrow range like a water curtain to in emphasizing miniaturization, which disturbs passing of the atmospheric air. SOLUTION: In this fully heat-utilization cooling tower 1, the atmospheric air applied in the conventional cooling tower is directly kept into contact with the cooling water or sprayed water, and kept in a state of hardly evaporating. The evaporation is enhanced in this state by increasing an atmospheric air temperature by using the sensible heat of cooling water or a cooling medium, increasing a saturation point of vapor, and bringing the vapor into contact with the cooling water or sprayed water. A heat exchanger exchanging sensible heat is disposed at a heat generation source side of the cooling water or cooling medium, at a lower section of an atmospheric air inlet side of an evaporative cooling section 3 exchanging vaporization heat, and the atmospheric air is expanded to form the ascending air current, so that the atmospheric air passes without disturbed by drippage.
