SOLUTION: The the transparent resin plate is assembled replaceably in the concrete tide barrier, by using the component set including the transparent resin plate, a frame body with a groove capable of inserting an edge part of the transparent resin plate, a water-tight packing, and a restraint means for restricting releasably the edge part of the transparent resin plate in an inside of the groove of the frame body.
