Summary:PROBLEM TO BE SOLVED: To provide a movement control method capable of accurately positioning, for starting movement control in a touch roll or a near roll the movement of which is controlled based on the diameter of a web roll calculated using a line speed and the like, and a web winder. SOLUTION: In this movement control method for a touch roll 4 or a near roll 5 which is interposed when a web W is wound around a winding core 2 and a web roll 3 is formed and positioned so as to hold a predetermined relation with the web roll 3, the touch roll 4 or the near roll 5 are moved close to the winding core 2 or the web roll 3 by the driving of a movement motor, and an increase in the load torque applied to the movement motor is detected to detect the position of the touch roll 4 or the near roll 5 where the touch roll or the near roll touches the winding core 2 or the web roll 3.
