Summary:PROBLEM TO BE SOLVED: To provide an information recording medium in which an inlet or inlay is difficult to be separated and forgery and alteration are suppressed. SOLUTION: The information recording medium includes: an inlet 30 which includes an antenna sheet 1 having a substrate and a linear antenna coil formed into a spiral shape on one surface of the substrate, and an IC module 20 connected to the antenna coil; base materials 41, 42 holding the inlet 30 in-between and stuck to each other; and a binding sheet 51 stuck to the outer surface of the base material 41. The base material 41 includes an opening part 41h for exposing the IC module 20 in an area which two-dimensionally overlaps the IC module 20. The binding sheet 51 and the IC module 20 are stuck to each other with adhesive 52 via the opening part 41h, and the bond strength between the biding sheet 51 and the IC module 20 is larger than that between the IC module 20 and the antenna sheet 1.
