Summary:PROBLEM TO BE SOLVED: To facilitate providing a reader/writer for processing various data stored in an IC chip. SOLUTION: A mobile phone 60 downloads an agent from an agent server 71 (first stage). The mobile phone 60 starts a browser, and performs access to a Web server 80, and acquires roll distribution URL (second stage). The mobile phone 60 executes the acquired roll distribution URL, and the agent of the mobile phone 60 is started according to the operation of a displayed roll download start page, and the mobile phone downloads the roll from the roll server 72 (third stage). Then, a mobile phone 20 having an IC chip in which an item is stored is held over the mobile phone 60 (fourth stage).
