Summary:PROBLEM TO BE SOLVED: To provide a method for manufacturing a rough-shaped product made of a high strength steel at a low cost. SOLUTION: The steel having chemical composition composed of, by mass%, 0.4-0.9% C, 0.1-1.5% Si, 0.5-2.0% Mn, 0.3-0.9% V, ≤0.10% P, 0.005-0.2% S, 0.01-0.05% Al, 0.003-0.020% N and the balance Fe with impurities and as impurity, ≤0.0015% O, is subjected to heating to 1,100-1,300°C and then, to hot-forging with the finish-temperature made to be ≥900°C.
