PROBLEM TO BE SOLVED: To provide a plastic working apparatus with which a disklike base stock can be plastically worked so as to increase the volume of a boss part. SOLUTION: In the plastic working apparatus, the base stock W has a shape which is bulged at least in the central side and a die 2 and a holding body 3 are constituted so as to clamp the base stock W in the state where the bulged part faces the side of the holding body 3 and its outer peripheral part is projected to the outside in the radial direction and also a rotatively driving mechanism 5 for rotating the base stock W about the axial center of a burring punch 1 in state where the base stock W is clamped with the die 2 and the holding body 3 is provided, base stock restraining rollers 6 with which the outer peripheral part of the base stock W which is clamped with the die 2 and the holding body 3 is restrained in the inside in the radial direction and also rotated accompanying the rotation of the base stock W is provided and roller moving mechanisms M2 for relatively moving the base stock restraining rollers 6 to the side of the holding body 3 in the state where the outer peripheral part of the base stock W is restrained in the inside in the radial direction with the base stock restraining rollers 6.
