Summary:PROBLEM TO BE SOLVED: To provide a locking tool mounting structure to a panel and the locking tool, which is easily disassembled without using a disassembling tool, can be re-used, easy to choose material and design, and can be achieved at low cost. SOLUTION: On an penetration side 17, a locking tool body 7 and a locking clip 3 are locked in a freely engageable and disengageable manner with a penetration side clamping part 19 and a penetration side projection 11. On a locking operation side 9, the locking tool body 7 and the locking clip 3 are locked in a freely engageable and disengageable manner with an operating side clamping part 21 and a clip body 15.
