Summary:PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of reducing a starting shock of an engine while maintaining starting performance. SOLUTION: The control device (40) for the internal combustion engine controls the starting of the internal combustion engine (10) by controlling a throttle valve (24) for adjusting the flow-in air quantity of an intake passage (20) of the internal combustion engine (10), a fuel injection valve (26) for adjusting the injection quantity of fuel into the internal combustion engine (10) and a cranking means (12) for cranking the internal combustion engine (10). When a request for starting of the internal combustion engine (10) is detected, the control device closes the throttle valve (24) to make the cranking means (12) crank the internal combustion engine (10), and before starting the injection of the fuel from the fuel injection valve (26), the control device opens the throttle valve (24) at a predetermined opening.
