Summary:PROBLEM TO BE SOLVED: To simply and securely manage an encryption key. SOLUTION: A recording and reproducing device 1 encrypts content received by a tuner part 20 with a content encryption key and stores the encrypted content in an HDD 24. The content encryption key for encrypting the content is generated on the basis of an installer read from a USB memory 4 connected to a USB terminal 13. That is to say, a CPU 30 generates a content encryption key by using first information inherent to the recording and reproducing device 1, and generates a secret key for wrapping the content encryption key by using second information inherent to the recording and reproducing device 1 on the basis of the installer read from the USB memory 4. Then, the CPU 30 stores a wrap content encryption key obtained by wrapping the content encryption key with the secret key in a flash ROM 32.
