Summary:PROBLEM TO BE SOLVED: To solve a problem wherein the conventional technology for evaluating sound attenuation, such as the method for AIV prevention design, has unclear physical basis. SOLUTION: The sound attenuation evaluation device 100 includes: a memory device 10; a first acquisition unit 20; a second acquisition unit 22; a third acquisition unit 24; a first attenuation coefficient derivation unit 26; a second attenuation coefficient derivation unit 28; a third attenuation coefficient derivation unit 30; an overall attenuation coefficient derivation unit 32; a frequency setting unit 34; an initial value extraction unit 36; an attenuation calculation unit 38; and an evaluation unit 40. In the third attenuation coefficient derivation unit 30, a third attenuation coefficient caused by the pressure loss and the attenuation in a structure is derived. This third attenuation coefficient has a flow rate dependency. Also, the sound attenuation evaluation device 100 calculates the sound attenuation for each frequency. The evaluation unit 40 determines a countermeasure range, for which reinforcement to pipes is required, from the calculation result of the sound attenuation by the attenuation calculation unit 38.
