Summary:PROBLEM TO BE SOLVED: To provide a video signal encoding apparatus and a video signal encoding method, by which a luminance code amount and a color difference code amount can be properly distributed even when scaling up a quantization matrix, in a rate control to be performed when encoding a video signal composed of a luminance signal and a color difference signal. SOLUTION: The video signal encoding apparatus includes: a code amount acquisition unit for acquiring a luminance code amount indicating a code amount that a luminance encoding signal has and a color difference code amount indicating a code amount that a color difference encoding signal has; a ratio calculation unit for calculating a ratio of the luminance code amount and color difference code amount acquired; and a rate control unit for changing settings of a quantization matrix to be applied when encoding a video signal on the basis of the calculated ratio, thereby scaling up the quantization matrix.
