PROBLEM TO BE SOLVED: To provide a communication technology with which incentive corresponding to the amount of distribution can be imparted to a communication apparatus that has performed transmission, and unauthorized action can be prevented, in a data distribution system for distributing pieces as part of data. SOLUTION: A key server 53 requests a decryption key for decrypting an encrypted piece. When a key request including the content type ID of the encrypted piece and the piece number of the encrypted piece is received from a node (e.g., node 51B), the key server performs charging processing on the piece to which the decryption key is requested, and performs remuneration point calculation processing, on any other node (e.g., node 51A) to which the relevant piece has finally distributed, for calculating a remuneration point corresponding to the amount of the relevant pieces to be distributed.
