Summary:PROBLEM TO BE SOLVED: To make all terminal devices recognize changed distribution routes in a short period of time after reconstructing a distribution tree by using local processing. SOLUTION: In the case that a node is a source node and a load of a CPU in some node or an available band of a line between nodes exceeds a threshold, a distribution tree constructor 462 of the node specifies the node which may receive a packet via that node, and selects a distribution route of the specified node again. In the case that the node is a source node, a packet structure corrector 464 corrects a header of the packet in accordance with distribution route information stored in a distribution route database 412. The packet structure corrector 464 indicates the number of duplicates of the packet and a transmission destination of the packet to a packet duplicator 426 in accordance with a description in the header.
