PROBLEM TO BE SOLVED: To obtain a terminal communication apparatus in a PON system. SOLUTION: The terminal communication apparatus for performing frame communication inside an in-office communication apparatus in the PON system includes an uplink external queue part 4 for temporarily storing frames; an uplink internal queue part 15 with a capacity smaller than that of the uplink external queue part 4 to temporarily store frames; an uplink communication frame counter part 11 for counting the number of frames and calculating the rate, based on the count result; and a control part 12 performing control for switching the queue based on a comparison result between the rate and a predetermined threshold. When the rate becomes a predetermined threshold or below during the use of the uplink external queue part 4, the control part 12 switches the queue to the uplink internal queue part 15; and when the rate is increased more than the predetermined value during the use of the uplink internal queue part 15, it switches the queue to the uplink external queue part 4.
