SOLUTION: The method for manufacturing an optical transmission device 1 includes: a first step of attaching an optical waveguide 6 including a core 60 transmitting light and a clad 61 covering the core 60, to a substrate 2, so that the core 60 crosses an optical path L1 of light emitted from a light-emitting element 3 on the substrate 2; and a second step of forming an optical path turning part 62 for turning the optical path L1 to a light transmission direction in the core 60, in a position where the core 60 crosses the optical path L1 in the optical waveguide 6.
