Summary:PROBLEM TO BE SOLVED: To provide: a question creating program for saving the trouble of question creating work and for creating fill-in-the-blank questions having high learning effect without significantly lowering the level of difficulty of questions; a question creating device; and a question creating method. SOLUTION: The program for a question creating method includes: a step of selecting materials of a question from a material storage means; a step of determining characters to be answered in an answer character string on the basis of transition probability information of the adjacent character groups in an answer character string contained in the selected material; and a step of creating a question by replacing the character to be answered in the answer character string contained in the material with an answer input-receiving column.
