Summary:PROBLEM TO BE SOLVED: To provide a compression method of video data, in which video compression efficiency is increased and processing load is decreased by a JPEG 2000 system. SOLUTION: In subsequently compressing image frames, arranged along the temporal axis, in accordance with JPEG 2000 standard, without compressing them in the time axis direction, motion detection processing of image elements is performed, prior to EBCOT embedded block coding optimal truncation with one or more code block each of which is a minimal processing unit of the EBCOT as one detection unit. While the EBCOT is performed to each code block composing the detection unit where a motion is detected, the EBCOT is skipped and prescribed data are complemented to each code block that constitute a detection unit where a motion is not detected.
