Summary:PROBLEM TO BE SOLVED: To provide: a fixing roller causing neither uneven brightness of a fixed image nor jamming while achieving low heat capacity by high heat insulating property; a fixing apparatus having a short rising time; and an image forming apparatus. SOLUTION: The pressure roller includes a core metal, a heat insulating layer provided at the outer periphery of the core metal and formed with a large number of blow holes inside, and an elastic layer provided at the outer periphery of the heat insulating layer and formed of an elastic body composed of rubber or elastomer.
