Summary:PROBLEM TO BE SOLVED: To detect a burr likely to become a cause of short circuit. SOLUTION: In case an electrode plate 21 has a burr S formed on its sheared edge face and protruding upward from its upper face 21a exceeding an predetermined height, the burr S penetrates an insulation layer 7 intervening the electrode plate 21 and an upper side conductive roller 4 and as a result the upper side conductive roller 4 and a lower side conductive roller 5 are electrically connected to flow a current to an electric circuit (a burr detecting means 9). An electric conduction detecting means 10 detects the current flow and determines that the electrode plate has a burr and is a defective item to be removed by an operator.
