PROBLEM TO BE SOLVED: To obtain accurate measurement data in a charge/discharge test performed over a long time, and moreover, to obtain accurate detailed data of a transient region in switching between modes of charge, discharge, and suspension by simplifying the system configuration. SOLUTION: A control CPU 31 performs high-speed sampling of charge/discharge current and voltage detection signals and converts them into pieces of digital data by an AD converter and obtains these pieces of digital data for only a preset fixed period, in the vicinity of a transient region. In parallel with the acquisition, by having the CPU obtain digital data, while performing its thinning with respect to digital data ranging over a long time; associate these pieces of digital data with each other, by adding the same timing information to the pieces of data, respectively; and transmits the data to a computer 100 side via the Ethernet(R) at a high speed.
