Summary:PROBLEM TO BE SOLVED: To suppress the occurrence of defective surface quality such as surface roughening and scale defects on a product manufactured by hot rolling and to improve the working rate and the production efficiency in the operation of the hot rolling by: suppressing the occurrence of slip between a fore end of a material to be rolled and surfaces of work rolls thereby smoothly continuing the operation of the hot rolling; and reducing the frequency of roll changing.
