PROBLEM TO BE SOLVED: To provide an image distribution apparatus for efficiently distributing an image code while reducing the amount of transfer data, to provide a terminal device, to provide an image distribution method, and to provide a program. SOLUTION: The image distribution apparatus includes: a storage means storing an image distributable to a client terminal by distributing an image code in a space domain designated by the client terminal among images; a receiving means for receiving image domain designation information transmitted from the client terminal; a reading means for reading from the image stored in the storage means an image code including the space domain designated by the image domain designation information received by the receiving means; an extraction means for extracting a macroblock for decoding the space domain designated by the image domain designation information from the image code read by the reading means; and a distribution means for distributing the macroblock extracted by the extraction means to the client terminal.
