PROBLEM TO BE SOLVED: To provide an information processing apparatus and method, a program, and an information processing system enabling shortening of time to lap up sales promotion measures. SOLUTION: This information processing apparatus includes: a first communication part which makes communications with a reader/writer through a first communication passage; an internal memory which is placed inside an IC chip and stores history information; a second communication part which makes communications with an outside device through a second communication passage; a memory which stores sales promotion measure information acquired from the outside device; a winning condition determination part which determines whether to satisfy a winning condition corresponding to declared sales promotion measures declared to perform determination regarding the winning condition based on the history information and the sales promotion measure information; and an internal memory management part which reads out the history information from the internal memory and records the information corresponding to the declared sales promotion measures contained in the sales promotion measure information as winning measure information if the winning condition determination part determines to satisfy the winning condition.
