Summary:PROBLEM TO BE SOLVED: To provide an image decoder suppressing disturbance of an image after decoding even if there is an error picture. SOLUTION: When a picture with an error is represented as a picture 6, and a picture which the picture 6 refers to is represented as a picture 2, and a picture which the picture 2 refers to is represented as a picture 0, a vector on which proportional calculation is performed so as to be proportional to temporal positions (0, 2, 6) of the pictures is adopted as a motion vector of a macro block for processing of the picture 6 with the error with respect to a motion vector from the picture 0 to the picture 2.
