Summary:PROBLEM TO BE SOLVED: To provide a double rack-and-pinion type swinging device capable of simply forming at low cost a flow passage to supply a pressure fluid to each pressure chamber. SOLUTION: A plurality of annular seal members 8a and 9a are disposed apart from one another at the peripheries of a first 8 and a second end cap 9 which block the openings 3c and 4c of a first 3 and a second cylinder hole 4. Annular flow passages 8b, 8c, 9b, 9c are formed between adjoining ones of the seal members 8a and 9a, and part of air passages 20 and 22 to supply/exhaust the compressed air to/from the pressure chambers 3a, 3b, 4a, 4b in the cylinder holes 3 and 4 is formed by the annular flow passages.
