Summary:PROBLEM TO BE SOLVED: To constitute a machine for processing a flat matter to be printed so as to reduce hazards generated from the machine. SOLUTION: An evaluation unit 29 generates a control signal which prevents the start of a drive unit when an unallowable weight loading state of a lifting unit that a person gets on a paper depositing table of the lifting unit, or the paper depositing table of the lifting unit rides over an obstacle in a predetermined time interval.
