Summary:PROBLEM TO BE SOLVED: To avoid a situation such that route correction cannot be performed when terminals are grouped in a streaming delivery technique for connecting a plurality of terminals in a peer-to-peer manner and performing real-time data delivery by relay transfer of data. SOLUTION: In a network group management system, increase/decrease management and connection management of each terminal in an own group are performed by executing comparison determination processing for determining a relation among a delivery data band of data real-time delivered in the own group, an inflow data band to the own group and an outflow data band from the own group. The comparison determination processing is, for example, processing for comparing the sum of the sum of terminal-possessed transfer bands and the inflow data band from other groups to the own group with the sum of a value obtained by multiplying the delivery data band in the own group by the number of terminal groups in the own group, the outflow data band from the own group and a predetermined determination margin.
