Summary:PROBLEM TO BE SOLVED: To provide a metal surface treatment agent that solves problems of corrosion resistance, corrosion resistance after processing, adhesion of a finish coat painting, alkali resistance and solvent resistance by finding a polyurethane resin structure and an additive that can derive polyurethane resin characteristics to the utmost as the surface treatment agent substitutable for chromate treatment, and to provide a surface-treated metal material. SOLUTION: This surface treatment agent includes polyurethane resin that contains a functional group (a) represented by general formula [1] (wherein R1, R2 and R3 are each independently alkoxy or hydroxy), and silicon oxide. The polyurethane resin further can contain a specific functional group (b) and a urea bond. The total amount of the functional groups (a) and (b), and the silicon oxide is within a specific range. The surface treatment agent can contain a specific crosslinking agent.
