Summary:PROBLEM TO BE SOLVED: To provide a powder conveying device without causing any flowing-in of powder when the powder is first conveyed into a powder conveyance pipe in the state that thereis no powder, and to provide an image forming apparatus. SOLUTION: The powder conveying device includes a powder conveyance pipe 43Y having an opening 43Ya connecting to the conveyance end, a powder conveying means 70Y conveying the powder to the opening 43Ya, and a shutter member 71Y disposed as capable of opening and closing the opening 43Ya. After the shutter member 71Y is set to a position to close the opening 43Ya, the shutter member is moved to a position to open the opening 43Ya after a predetermined time has passed from the time when conveyance of the powder is started associated with starting of driving the powder conveying means 70Y.
