PROBLEM TO BE SOLVED: To provide a technology for creating questions in consideration of relationships between questions. SOLUTION: A question creating program is provided including: a determining step of comparing a first answer which is the answer to a first material among a plurality of materials with a second material which is different from the first material among the plurality of materials to determine whether the first answer is contained in the second material; a modification step of modifying, when the first answer is contained in the second material, the second material so that the first answer may not appear in the second material; a question creating step of creating questions containing the modified second material; and a step of comparing, like the determining step, modification step, and the question creating step, a second answer which is the answer to the second material with the first material to create questions by modifying the first material on the basis of the result of the comparison.
