SOLUTION: The treated powder is obtained by subjecting a powder to surface treatment with a polyether-modified organohydrogenpolysiloxane having at least one Si-H group, at least one polyoxyalkylene group and/or polyglyceryl group in the molecule and/or a polyglycerin-modified organohydrogenpolysiloxane.
