Summary:PROBLEM TO BE SOLVED: To provide a humidity-conditioning decorative panel having a protective coating layer on the surface of a moisture-permeable member without adverse effects on air permeability and its manufacturing method which enable preventing inhibition of air permeability effectively. SOLUTION: The humidity-conditioning decorative panel includes an air-permeable coating layer 3 containing expandable microcapsules 4 being expandable thermally and formed on the surface of the moisture-permeable member 2 by undercoating and a hard coating layer 5 formed on the upper surface of the air-permeable coating layer 3 so as to form the protective coating layer. In the air-permeable coating layer 3 and the hard coating layer 5, cavities 6 are formed by breaking the expandable microcapsules 4 through thermal expansion, and the cavities 6 ensure air permeability of the surface of the substrate 2a.
