Summary:PROBLEM TO BE SOLVED: To provide a cationic electrodeposition coating material composition having excellent corrosion resistance with a reduced content of a color pigment and a rust preventive pigment, and preferably with no rust preventive pigment formulated. SOLUTION: The cationic electrodeposition coating material composition contains an amine-modified epoxy resin, a blocked isocyanate curing agent and a pigment, and the content of the pigment based on a solid coating material is 10 mass% or less. The amine-modified epoxy resin is a resin having a partially-blocked polyisocyanate obtained by partially blocking an isocyanate group in the polyisocyanate with a blocking agent, and 5-30% of the total amount of a hydroxyl group in the epoxy resin is modified by the partially blocked polyisocyanate.
