Summary: | PROBLEM TO BE SOLVED: To specify any change of the presence of a storage medium storing information or a person, and to prevent an operation which might lead to the leakage of information in advance. SOLUTION: The combination of the category and level of information is defined as a label, and conditions for executing an operation which is highly likely to exceed the shared range of the information for each label are defined as a policy list, and a label is assigned to the file. Furthermore, when a user holds an IC card over a sensor to enter/leave a room, the presence information of the user is obtained. Thus, when the user operates the file, and the attribute information or presence information of the user and the storage medium of a file or the like do not conform to the policy list, the operation is prevented so as to prevent an operation which might lead to the leakage of information in advance. Furthermore, an approval result is reflected on a DB for information identification for every approving operation in assigning the label and carrying the file to the outside of an organization so that an approver or manager improves information identifying precision without registering it.
