The counting part 1b counts the number of steps based on the acceleration. The control part 1c stops the counting processing of the counting part 1b according to a state of counting the number of the steps. The control part 1c restarts the counting processing of the counting part 1b according to the detected inclination and acceleration after the stop of the counting processing.
