Summary:PROBLEM TO BE SOLVED: To provide a vacuum heat insulating material usable in a high temperature atmosphere with a simple constitution, capable of restraining deterioration in heat conductivity by out-gas, and having an enclosing material having high welding reliability of a thermal welding layer. SOLUTION: This vacuum heat insulating material 6 is used in the high temperature atmosphere, and includes a core material 2 composed of an inorganic fiber assembly, an adsorbent 3 adsorbing moisture and a gas component, and the enclosing material 7 having a metallic layer 9 and the thermal welding layer 8 and storing the core material 2 and the adsorbent 3.
