PROBLEM TO BE SOLVED: To obtain an operation assignment method and an operation assignment apparatus that can prevent a workload concentration on a particular operator and create an operational plan where operation time periods are equalized among operators. SOLUTION: Operators are assigned first for an order whose number of available operators is the smallest. An order whose number of available operators is plural is assigned to an operator whose workload time period is the shortest among the operators. When the number of operators whose workload time periods are the shortest is plural, the order is assigned to an operator whose number of possible remaining operation items is the smallest. Furthermore, when the number of operators whose number of possible remaining operation items is the smallest is plural, the order is assigned to an operator whose operation time period required for the remaining operation items is the shortest.
