PROBLEM TO BE SOLVED: To achieve stable synchronization in communications using line-based codec. SOLUTION: A receiving apparatus is provided which includes a header detecting section for receiving image data, coded in coding units corresponding to N lines (N is at least 1), in a field and detecting control information for determining the decoding start point of the image data from a header added to the image data; an accumulating section for accumulating the image data in storage areas allocated in coding units; a decoding start instructing section for determining the decoding start point of the image data, based on the control information detected by the header detecting section and providing an instruction to start decoding in decoding units, after waiting to the decoding start point; and a decoding section for decoding the image data accumulated in the accumulating section in decoding units, in response to the instruction to start decoding from the decoding start instructing section.
