PROBLEM TO BE SOLVED: To provide an information processing service execution system for preventing illegal use in using, by offline, an information processing service system to be basically used by online. SOLUTION: This service execution system using a damper resisting device (for example, IC card) to be mounted on a user side terminal for use is configured to make the damper resisting device store offline authentication data including offline authentication frequency and offline final authentication date, user information related with a user, authentication condition data and an authority confirmation and determination part for determining authentication propriety in offline, and to decide the authentication propriety by the authority confirmation and determination part by using the offline authentication data, user information and authentication condition data stored in the damper resisting device during offline and to, when the preset authentication conditions are satisfied by the content of the offline authentication data and the user information, permit the provision of the information processing service even during offline.
