SOLUTION: The heat insulating body has a heat insulation layer 10, an exterior package bag 20 comprising a woven fabric of inorganic fiber housing the heat insulation layer 10, and a dust generation preventing layer 30 comprising a nonwoven fabric of inorganic fiber covering the heat insulation layer 10 in the exterior package bag 20. It also has a heating body for heating disposed between the dust generation preventing layer 30 and the exterior package bag 20, and the heat insulation layer 10 comprising a fiber object filled with aerogel.
