PROBLEM TO BE SOLVED: To provide a system for shifting a communication state from an information communication apparatus to an on-board device or from the on-board device to the information communication apparatus by using a telephone line network and an IP communication network. SOLUTION: The system includes: an on-board server device; one or a plurality of on-board devices; and one or a plurality of information communication apparatus connected to an existing network such as a telephone line network or an IP communication network, etc., so as to transmit/receive data. The on-board server device includes: a control part for processing the data and controlling the device; a local communication part for communicating with the plurality of on-board devices; a global communication part to be connected to the existing network so as to transmit/receive the data; and a recording part for recording the various kinds of data such as image and sound. The on-board device includes a local communication part for communicating with the on-board server device.
