PROBLEM TO BE SOLVED: To reduce a risk that can be caused in a process from development to installation, and to avoid a risk of installing nonconforming software in a plant equipment management device. SOLUTION: A nuclear power plant software management system includes: a software development support tool 11 with a plant software development environment; a plant equipment maintenance tool 12 that has a remote communication network means capable of performing two-way communication with a plant equipment management device 22 and intercepting unauthorized access, and transmits and installs software developed through the software development support tool 11 into the plant equipment management device 22 through the remote communication network means; and a software management tool 13 that has a software approval means for receiving the software developed through the software development support tool 11 prior to the reception thereof by the plant equipment maintenance tool 12, determining the specification compatibility of the software, and transmits the software to the plant maintenance tool only when the software conforms to the specifications.
