Summary:PROBLEM TO BE SOLVED: To provide a key generating device that generates key data facilitating management of correspondence between encrypted data and a decipher key. SOLUTION: The key generation device includes an image encoding unit 101 which generates encoded data that is encrypted by partial data corresponding to structural elements of a data structure corresponding to a predetermined encoding system, the encoded data being generated by encoding image data with the data structure on the basis of the encoding system; and a key generation unit 102 which generates key data represented with a data structure including partial keys representing key information for decrypting the encrypted partial data as structural elements corresponding to the encrypted partial data on the basis of the same encoding system as the image encoding unit 101.
