Summary:PROBLEM TO BE SOLVED: To provide high security property for preventing virus from being contaminated on an exclusive network even when transmitting/receiving a file created by a terminal connectable to the Internet. SOLUTION: A modem 10 being interposed between a terminal 11 and the Internet 5 and capable to transmit/receive various information through an exclusive network 6 under conditions that it has authority to connect to an exclusive network 6 installed side by side with the Internet 5, includes a data format detection part 106 for detecting a data format configuring a file from the terminal 11 with respect to the file; and a gate part 107 which, when the data format detection part has detected that the data of the file to be transmitted from the terminal 11 to a prescribed address on the exclusive network 6 are configured by a binary data format, inhibits the transmission of the data of the file to the exclusive network of the file.
