Summary:PROBLEM TO BE SOLVED: To reliably decide whether a user is to be controlled or not on export management from information input when download of software or the like is requested. SOLUTION: An input name, corporate name, address and mail address are held in a user information table 1410. A domain name is acquired from the input mail address in reference to an investigation customer list table 1420 storing a list of groups and individuals violating a rule on the export management on the basis of the user information. A domain management table 1430 is retrieved based on the domain name. On the basis of each item of obtained domain detailed information, the investigation customer list table is collated with the mail address to decide whether the address is to be controlled on the export management. The address is collated with a spam domain table 1440 based on the domain name to decide whether the address includes a spam domain or not, and it is checked whether the mail address relates to spam mail or not by use of a retrieval engine 1510.
