Summary:PROBLEM TO BE SOLVED: To provide an image input and output device capable of efficiently protecting an electric substrate from electrostatic discharge in attachment and detachment of a cover member of an operation part, and to provide an operation device. SOLUTION: The device includes an image input and output part having a movable member 12 movable to a first position and a second position; an operation part 15 for operating the image input and output part, the operation part having an electric substrate; a removable cover member 17 which covers the operation part 15; and an electrostatic eliminating means provided on the movable member 12.
