Summary:PROBLEM TO BE SOLVED: To provide a repeater capable of performing communication fault diagnosis recognizing even the conditions of the band of a home network when a communication fault occurs, and a communication system. SOLUTION: When the destination address of an ICMP packet is not its own address and also TTL is 0, the repeater 100 connected between an external network and communication equipment inside the home network refers to band utilization information managed in a band management part 105 and notifies the communication equipment of that effect when the band of the home network is little.
