PROBLEM TO BE SOLVED: To enable high-speed application communication without changing existing applications. SOLUTION: A communication control apparatus has: a condition table for holding the state of a failure to be dealt with, a threshold for a numerical value included in a specific position of a specific message MSG received from a first calculator, and data about contents of a response MSG transmitted in response to the specific MSG in accordance with a result of comparison between the value included in the specific position of the specific MSG and the threshold so that the state, the threshold and the data are associated; a state management table for managing the presence or absence of failures in the network and the second calculator; and a proxy response means for confirming whether or not the state of a failure to be dealt with is registered in the state management table when receiving a specific MSG from the first calculator, comparing the numerical value included in the specific position of the received specific MSG with the threshold if the state of the failure is registered, generating a response MSG of this time in accordance with the data about the contents of the response MSG registered in the condition table in response to a result of the comparison, and returning the generated response MSG to the first calculator.
